Philosophy
Minopex is committed to the practice and management of its procurement in such a way as to develop and encourage the development of businesses owned and established by historically disadvantaged South Africans.
Company objectives are to:
- Facilitate access by HDSA suppliers to Minopex’s organisational procurement.
- Give recognition to large businesses that support HDSA suppliers and implement acceptable BEE programmes.
- Encourage the establishment of value-adding joint ventures, subcontracting and partnerships with HDSA suppliers.
- Assist potential HDSA suppliers to create and expand their capacity to supply.
- Relax procurement commercial terms and conditions as well as procedures to facilitate HDSA participation.
- Disaggregate orders into smaller components to enable HDSA suppliers to participate.
- When appropriate, set HDSA economic empowerment principles as a precondition to a tender.
- Review technical specifications to ensure they are functional requirements and not positioned to disparage HDSA suppliers.
- When appropriate, set aside in part or in whole, a tender for the exclusive participation of HDSA SME suppliers.
